I changed the rear drum brakes on my 1998 ford taurus and the lower springs are loose. Is this normal?
That is not correct. The springs should be under tension. If you got new springs, they are incorrect. The bottom spring should be holding the brakes together against the adjuster at the bottom of the shoes. I would not drive the vehicle this way, the first time you hit the brakes, it could cause damage to the new parts you just installed. The bottom spring has a u-shaped end that fits into a triangular shaped hole on the rear shoe, and the other j-shaped end goes into the hole on the front shoe. Make sure you have them mounted correctly. It is always a good idea to replace on side of the vehicle at a time when doing shoes, so you can reference the other side to make sure all the parts are installed correctly.

Take it to a brake shop and have them look at it please.
usually all those springs are very snug are you sure the springs are into the right holes...or another mistake is the springs in the opposite places...check somewhere like autozone for a diagram
Have they been adjusted yet? Usually, the top is controlled by the wheel cylinder, and the rear is set with the adjuster - sometimes attached to the park brake. Either way, they shouldn't be loose - the springs should pull the shoes just off the surface of the drum. If they're loose, they can jam against the drum and lock that wheel, whether you want them to or not.
