because its stuck and wondering if we are doing something wrong?
I have a 1998 dodge neon and was wondering to change rear brakes is the drum supposed to pop off?
those will stick sometimes but you have to remove a nut to get the rear drum off, other than that it should come right off, theres a castle nut with a cotter pin through it remove that and it will come off,be careful and dont loose any parts, good luck.

Yes there are lock rings on the lug studs that help hold the drum on. You have to gently tap around the edge all the way around the drum to keep it comming off straight
Sometimes they are held on pretty tight by the brakes.
That's pretty common as the drums have a tendency to seize on after a while. Tap around the outer edge with a mallet to work it loose.
I've done rear brakes on a Dynasty and an Acclaim, both front wheel drive, and both had the rear drums held on by a castle nut secured by a cotter pin. Sometimes the rear drum will be %26quot;held%26quot; by a ridge of rust/corrosion on the open side of the drum and it is normal to find this ridge. Just back off the star wheel until the drums slide off the shoes if drums will not slide off after removing castle nut.
Front engine, rear wheel drive vehicles will often have thin metal clips over the axle studs to hold the drums in position until the wheels can be mounted.
