What are possible causes and fixes for rear drum brakes on 1974 volks bug where there stuck on rear driver.?

it has been sitting for approx. 8 years and i have bought new drums and shoes for it but have not changed them yet and i just wanted to know other people's thought thanks.
What are possible causes and fixes for rear drum brakes on 1974 volks bug where there stuck on rear driver.?
The system is much the same as all shoe type brake systems in use during that time period. The shoes will stick if left in the on position for that many years, the whole system will need to be cleaned and lubricated. When the rear drums are removed, and reinstalled they must be torqued tight to the original specifications. This is much tighter than many expect. In the '69 model, there are cotter pins that will align the rear drums in the correct position. Tighten the drum completely, do not back it off to get the pin in the hole. If the pin is loose the hub will strip and new drums must be installed.
